Notably, in 2023, the Pakistani government revamped the program, enhancing benefits and scale.

Stipends are intricately tied to the Consumer Price Index, and disbursements occur through smart cards. Notably, the USA Department for International Development stands as the primary foreign contributor, offering $244 million of the total funding. Consequently, by 2020, BISP ascended to become Pakistan’s most significant social welfare initiative, surpassing the Ehsaas program.

For BISP enrollment, it is imperative that the family’s monthly income remains at or below 6000 for qualification, with deviations making individuals ineligible. Moreover, families must include a female applicant with a valid CNIC. Qualified recipients encompass households with members facing physical or mental disabilities.

During a recent meeting, the Secretary of Finance, Amir Mahmood, joined by DG NSER/CCT Naveed Akbar, highlighted agenda items. Notable attendees included board members Dr. Ashfaq Hassan Khan, Dr. Qaiser Bengali, Miss Saniya Rafat, Mr. Yousaf Khan, and Secretary P&A Naseer Gufran Memon. Noteworthy participants were Haris Ghazdar, Chairman NADRA, Mr. Tariq Malik, and Additional Secretary Economic Affairs.

Enhancements in BISP Payment Mechanisms

Following policy improvements by the Government of Pakistan, financial aid under the Benazir Kafalat program saw a 25% boost. Quarterly installment figures for April-June surged from 7000 to 8750 rupees per recipient, with disbursements directly integrated into beneficiaries’ bank accounts. Notably, the 58th Board Meeting of BISP approved this streamlined payment model.
